In
1996, Ellis-Gibson approached the City of Virginia Beach with a plan
to develop, build, and operate a parking facility located at the corner
of 9th Street and Atlantic Avenue in response to the city’s Master
Transportation Plan. Ellis-Gibson proposed that a 640 space parking
deck could be successfully developed to serve the parking needs of
the Virginia Beach Oceanfront. The City of Virginia Beach accepted
Ellis-Gibson’s proposal and established the project delivery
of April 1, 1997.
By implementing a fast track construction program
and with the cooperation of the city, Ellis-Gibson was able to establish
all project requirements up front
and immediately proceed with construction. Ellis-Gibson was able to fulfill
its promise to the City and deliver the facility within budget, and
ahead of schedule.
